However, in contemporary music the tonality is no longer a landmark. 20 and 21st century composers prefer modal music - and not your antique ionian-dorian-etc. modes, but rather scales built by themselves. So, you can use a scale built by yourself: use d# and a#, e and g natural, make it 5 to 12 notes... create whatever you need - everyone else is doing it!

F - Bb
Bb - Bb, Eb, (D# and A#)
Eb - Bb, Eb, Ab
Ab - Bb, Eb, Ab, Db
Db - Bb, Eb, Ab, Db, Gb
Gb - Bb, Eb, Ab, Db, Gb, Cb
the notes that are flattened in the scales above are basically go up in forth intervals each time and like jones said, any notes that need to be natural, so be it
So, look at it the other way round. Bb and Eb ... that's the key of Bb (or Gm) if you need some Es to be natural, you'll have to cancel them where needed.
